Flock Safety’s CEO was invited to answer questions before Congress about a nationwide AI surveillance network — and he refused to show up.

At Wednesday’s Senate Judiciary subcommittee hearing, lawmakers from both parties raised serious concerns about Flock’s automated license plate readers, which can scan cars, store location data, and make that information searchable across a vast network of cameras. Senators warned about privacy, abuse, data sharing, and what happens when this technology gets it wrong.

The public deserved answers directly from Flock CEO Garrett Langley. Instead, he declined the invitation to testify, even as witnesses described the real harm these systems can cause — including the case of a woman who says she was wrongfully arrested after a Flock camera captured her vehicle miles from a crime scene.

 At the hearing, Republican Senator Josh Hawley and Democratic Senator Dick Durbin both raised alarms about the threat that unchecked surveillance can pose to basic rights. When lawmakers across the aisle agree that Americans deserve stronger privacy protections, it's even more clear that Congress has a responsibility to act.

Flock’s cameras are spreading through communities across the country, often before residents fully understand what data is being collected, who can access it, how long it is stored, or how it can be used by law enforcement and federal agencies. That is exactly why voluntary answers are not enough.
