Most of these videos are filmed in Asia, then sold or streamed to paying viewers around the world, including in the United States. Some participants pay as little as $10 to join private groups where they vote on torture methods and request specific acts of cruelty. Despite arrests and convictions in the United States, these networks continue to reform and migrate across platforms like Telegram, Signal, Facebook, and video-sharing sites. Weak penalties, encrypted groups, and poor platform enforcement allow offenders to regroup and continue abusing animals.
